Video of Adrian Peterson getting horse-collar tackled
Here it is. As you can see on the replay, Phillip Buchanon made a horse collar tackle on Adrian Peterson. The personal foul was not called by the officials. We will see if the NFL fines Buchanon for this.
If a penalty had been called, it might resulted in the Lions still getting the ball, with the penalty being assessed after the touchback. It looks like Buchanon knocked the ball out before making the horse-collar tackle.

Once a ball is a fumble
anything goes. Meaning you can hold and hit whoever. That’s what I was taught in high school and im assuming its the same in the NFL BUT I COULD BE WRONG

a horse collar penalty
is when you pull the ball carrier to the ground by the shoulder pads behind the neck.. u can hold onto it but u cant pull them to the ground with it

"Anything" does not go.
The NFL rules state:
After a backward pass or fumble touches the ground, any player may legally block
or otherwise use his hands or arms to push or pull an opponent out of the way but
only in an actual personal attempt to recover.
I don’t think Peterson was horse-collared to the ground because Buchanon was personally attempting to recover the fumble.

I know I'm late late late on this :)
But watching the play a couple times, I have a few observations;
1) Sidney Rice was responsible for blocking Buchanan and he didn’t because he wasn’t able to get past Buchanan in time, and once Buchanan started after Peterson, Sidney couldn’t catch up. Not fast enough.
2) Buchanan grabbed Peterson’s collar before punching out the ball. He might not have pulled AP to the ground, but he certainly pulled AP back upright and slowed him down before punching out the ball.
3) Buchanan made no attempt to recover the ball, he was focused on tackling Peterson after the ball was punched loose. He pulled Peterson to the ground, one hand on the collar, which by what the other comments have stated, seems to constitute a ‘horse-collar’.
4) Rice was hot on their heels, and was the first to the ball as it was bouncing along, and the only Viking who could have recovered it. He didn’t, the ball got away from him (that darned pesky pointy shape can be elusive at times!) and the Lions recovered. But really, it could easy have been a recovery by Rice. Toss of the dice on that one.

Doesn't matter you can hold it
You just can’t body slam him with it. Like a running back can stiff arm someone in the face mask as long as his fingers don’t actually enter the mask.

Talked to a ref friend
Granted he is a HS ref, but he would not have called a horse collar based on HS rules. When AP was pulled down he was no longer a runner since the ball had been knocked loose. He said he would have probably called a personal foul for dragging him down but the fumble would have counted.

I have to agree with most of the commenters
Although Buchanon had a hold of AP’s pads as he punched the ball out, he didn’t pull on them until well after the ball was out. It can’t be a horse collar tackle if it isn’t technically a tackle to begin with.

Technically
This wasn’t a horse-collar because after the fumble Peterson was no longer defined as a “runner”. But it still was a penalty because Buchanon was not PERSONALLY attempting to recover the fumble when he pulled him dowm.
