The Vikings' "But-For" funding solution.
A new Vikings stadium funding proposal that even the most ardent foe can't possibly have an issue with. The important text reads:
The Vikings would make an investment on the Arden Hills site of $407 million. The remainder of the financing would be paid through income taxes currently paid by Vikings players, visiting players and Vikings employees, as well as sales taxes on all the spending by fans inside the stadium.
In other words, all of the money would come from sources that would not exist "but-for" the Vikings being in Minnesota.
I have not been 100% behind the funding plans previously presented, but wanted a solution to keep the Vikings here in Minnesota. This solution is pure genius. It raises no new taxes, and uses moneys that would be lost either way.
This is the best proposal presented thus far.

They do leave out
The fact that they’d have to issue bonds for the upfront investment and the proceeds from the would be used to pay it off. Nonetheless, it’s probably the best option because it make the Vikings accountable for paying the state’s share back. It’s not a hand-out if you’re expected to pay it back.
