Interesting article on stadium funding
The Arden Hills site has a funding problem because the state refused to waive the state referendum requirement. The Metrodome site has problems of its' own. Some of the Metrodome's funding problems also apply to the other Minneapolis potential sites.

Can we throw all the bums out?
The city council comments reported in that article are depressing.
I had forgotten about the $10 mil limit in the city charter.
Don’t like that. I think any Minneapolis site will need Hennepin County involvement.

According to Wikipedia
Hennepin County pays for 2/3 of the cost of Target Field with a 0.15% county sales tax. I do not how that directly affects A Vikings stadium. Irregardless, if this funding vehicle was used for a Viking Stadium, it would have to go to a referendum or get a waiver like Ramsey County tried. (my opinion) Here is the link.
